Importers, distributors and manufacturers of electrical and electronic equipment (System Participants) are legal entities that place or sell new or used electrical and electronic equipment for the first time on the market of the Federation of Bosnia and Herzegovina.
A company that can be registered in the Federation of Bosnia and Herzegovina, entity of Republika Srpska or outside of Bosnia and Herzegovina (remote sale) is covered by the Rulebook on Management of Waste Electrical and Electronic Products and the Law on Waste Management.
Based on the above Rulebook and the concept of extended manufacturers' responsibility, all importers, distributors and manufacturers of electrical and electronic equipment, which they place on the market for the first time, must pay two types of fees:

- General fee payable to the Environmental Protection Fund, amounting to KM 0.02/kilogram of the equipment placed, based on the Decision issued by the Environmental Protection Fund of FBiH
- Management fee payable either through the System Operator or directly to the Environmental Protection Fund of FBiH.
The difference is in the management fee, which is several times smaller if paid through the ZEOS eco-system d.o.o., because the prescribed fee of the Environmental Protection Fund is considered a penalty fee.
In accordance with the above Rulebook, distributors not registered in the territory of Bosnia and Herzegovina that sell electrical and electronic equipment in the territory of the Federation of Bosnia and Herzegovina must be part of the System Operator through which they are to report and pay a fee to fulfill their obligation in accordance with the laws and regulations of the Federation of Bosnia and Herzegovina.
